I think it is because for years they have been told the lie that when the extreme right wing stages their uprising the cops and military will join them. By not joining in, or at least remaining out of the mix on 1-6-21, when extremists tried to block the legal transfer of power by stopping the count of electoral college votes, they are seen by some as members of the "Deep State."
