First off, hollow points can be used for self defense if the round is small enough and you think it needs more stopping power, plus they can be used for hunting.

As for armor piercing rounds, some people like to shoot things to see if they can go through. That's recreational use.

You asked what rounds Reagan was referring to. Reagan banned hollow points and armor piercing rounds. I lived through it and I don’t remember any conservative backlash, just golf claps. If a Democratic President so much as suggests 10% of what Reagan actually did, the howls from the NRA crowd would be deafening and persistent.
