Your "question" holds no water. Prime example, my local airport is owned and operated by the City of Denver. Why is the TSA there to examine me out when I fly out? Why is Customs and Border Control there to examine everyone that comes in from an international flight? By your logic, the City of Denver should be doing these tasks.
