Who comes up with the hypothetical situations?

I see no issue with allowing any member of Congress or Senate to bring the hypothetical situations to their legislative body, or the President or VP to do the same with their legislative body of choice. If for some reason that doesn’t work out, we could always have a revote on it.

Just curious if there was going to be one DM and how they'd be picked.
