OP did make a good point how it would actually give more power, which I thought the law would balance it

I know you didn’t mean anything wrong by it, but you have to put on your skeptic’s hat and consider how laws could be abused by the power-hungry. In this case your bill would have allowed an HoC or HoS to overrule the entire Congress/Senate, in theory.

The general idea was that if HOC wanted to pass something, HOS would have to agree so it's not getting in free if you know what I mean
