Depends... If he says he's gay because "girls have cooties and I would never play with a girl" then he's not ready yet. If he's actually experiencing his first bits of attraction, perhaps even a crush on a boy, then absolutely he should be taken seriously. But puberty works at different speeds for different people and 11 can be many things... impossible to tell from the outside.
