As for allegations of cheating, the Federal Rules of Civil Procedure Rule 9c states that you need to state WITH SPECIFICITY the exact circumstances in which fraud has taken place. That means you need to explain EXACTLY who was systematically altering the count and how. Whose signature is on the altered counts? Which counters were employed? Where did this happen? This is what was missing in the 70 lawsuits, and 70 times the case was thrown out. It is not enough to say "but the numbers may have been altered maybe by dirty rotten cheaters" - that's too general, and does not follow the Federal Rules of Civil Procedure.
