I don’t think “small” necessarily means “unqualified.” Pepe and Bruh, for instance, have been around for a long time — even if they’re unlikely to outright win an election, they would still bring a perspective to Congress that’s valuable. One or two seats for small parties depending on how they perform doesn’t seem unreasonable.
If we don’t take steps to make small parties viable, then we’re probably heading toward a two-party system in the long run. That would stifle creativity and party entrepreneurship and make every election a repeat of the last — I don’t think anyone wants that.
