It's income-based. It's not immigration status-based.

And to be in the system, the parents would have to be paying and filing taxes via an ITIN. So, that's money they're paying into the system.

Because that's a requirement. A parent has to have an SSN or an ITIN (regardless of immigration status) and filing with the IRS along with the SSN for the kid.

Why shouldn't those American citizens get the money due to them?
