The Navy is the same way to many chiefs not enough Indians.

At one time we had 600 ships in the navy and about 100 Admirals (1-4 stars) we now have about 300 ships and 400 Admirals

Actually looked it up best I can figure (got different #'s at different sites) 256 Ships and around 300 Admirals more admirals than ships SMH
