I like your answer. While a constitutional amendment definitely seems like a near impossibility, there's no other option that I can think of, short of a revolution. As much as I hate all this pork barrel bull$hit with spending bills, I don't think it's a problem serious enough (yet) to warrant a revolution. That leaves our option right where the founders wanted us to be, which is the constitutional amendment. In my lifetime, I've seen it tried once, and of course it flamed out because of the difficulty you alluded to.
Call me crazy, (and many here on the flip likely feel I am) but since I'm fiscally conservative (socially liberal, but that's another can of worms) I am still just enough of a cockeyed optimist to believe that at some point, hopefully relatively soon, the people are going to come to their senses and realize we cannot continue letting our elected officials spend beyond our means. Just as an individual or a family that does the same thing will eventually run into serious problems (often with credit cards), we as nation will at some point have to address decades of reckless deficit spending. Maybe then, a groundswell of outrage from the people will force those in power to change this practice. Or maybe at that time, we can get something done as far as an amendment.
Short of that, f we could get any of these passed as laws as the federal, it would be a great step forward, imo:
- line item veto
- balanced budget requirement
- no adding on to existing bills, or "single subject" bills
