I'll have to disagree with you there. I stop at legal because I don't want to have to deal with an angry IRS, and the risks that go along with that. I think others in my income range would probably feel the same way, but I have no way to prove it.
Maybe those that I would consider really rich, or super rich don't stop at legal? Why? I can't say.. but I could speculate; maybe it's because they have more to lose. Regardless, it's their call to weigh the risk vs. the reward.
For me, it's just not worth the risk. So I'll just complain about it to friends and family, and any forums like this one. Not a particularly effective approach, but it's about all I've got, short of putting any actual effort into changing how this country operates, which would likely be utterly futile.
