Whatever it is, it does not prevent you from catching or spreading the virus. Fully vaccinated zookeeper infected six gorillas. Jesse Jackson and wife both fully vaccinated, but ended up being hospitalized, her in ICU.
It does not sound like a vaccine to me.
At best, it is highly defective.
