But since you mention it, allow me to explain. White people make up a majority of the US population, about ~65 percent. African-Americans make up about 13 percent. The latter represent at least a quarter of all police shootings and white people make up just over 50 percent. That means relative to their overall makeup of the population, whites are underrepresented and black Americans are over represented.

When you consider the number of shootings proportional to their overall makeup of the polulation, black Americans are 3-6 times more likely to be shot to death than white Americans by police.

Because dialing 911 when in need of Police assistance is still a thing?

Many, if not most, shootings are the result of escalated traffic stops.

One way the public CAN change the police is to simply not utilize 911. As in, never. Boycott. Don't like em, don't call em. Done.

I think it is very helpful for people to avoid dialing 911 when possible, but there is always the direction of police funds towards poor and minority neighborhoods where they can make more arrests, a process and decision we have no part in.
