Even if it is true, if the gunshot is in an extremity and not bleeding profusely, they are typically left waiting as it is not a life threatening injury (at least in an immediate sense). The use of the term "gunshot victim" tends to conjure up images of the serious injuries (torso or head). It's like when headlines use the term "teen" in a headline to describe a 19 year old. It is technically true, but intellectually dishonest.
