No genius, the wall was never completed. The funding was stopped within a week of Biden taking office during the construction.

A.) Yeah! If they hadn't stopped the funding, there might be 31 1/2 miles by now!

It was at 438 miles built, including approximately 40 miles where there was nothing to stop illegals from crossing, before biden signed an executive order to stop it.

Replacing existing structures with a better one is still building. You wouldn't say, "I replaced that building". Instead it would be "I built a new building to replace the old."
