The issue isn't about state mandates, it's about the governor of Florida actively working to prevent local governments from taking measures to try stopping the spread of the coronavirus. People have the right to refuse the vaccine or not wear a mask, but freedom is not a one way street. Schools, businesses and other public and private places have the right to protect themselves and their students, customers or whatever, and act accordingly when they choose not to mask or vaccinate despite the availability of information.
