I would highly disagree because once someone violates the tos and you try to show evidence to the global mods the guy with the comment might edit it to something random and that would make you look like you are falsely accusing them for doing something you didn't do. And then the LowRatedComments stream would have inaccurate images of low rated comments because they edited it.
