Nah cause there’d be people with quirks of that was true

20% of ppl don't have quirks, so we may just be seeing civilians and the ppl with quirks are always fighting out of view

Or maybe the quirks got so complicated to use that they were basically unusable it's also possible the people without a quirk just multiplied rapidly
