What I read is that 80% of Ireland's eligible population has been vaccinated, but they are experiencing some breakthrough infections -- this source says that 10% of the Covid cases they have in hospital are vaccinated people, meaning 90% of their Covid cases come from the 20% of the population not yet vaxxed.
