Or maybe the police have assumed responsibilities they didn't previously have, like conservative policies such as broken-windows policing, arrested kids in schools for incidents previously dealt with by teachers and principals, and cracking down on people for illicit drug usage?

Do not leave the lives of anyone up to the discretion of a judge or jury, but rather allow for restorative justice to the victim and/or the community, in a way that supports everyone affected and punishes no-one.
