Nope. They must be healthy, law abiding, self sufficient, and respect their new country. Specialists in certain employment sectors have preference as we have shortages in those areas. We reserve the right to cap the max number each year so the labor force is not flooded & wages depressed.

Argue with the OP, then - they just want the qualification to be fleeing Communism, which is not something that guarantees a clean bill of health, clean background with law enforcement (in fact, they almost certainly don't, if they're fleeing Cuban police), and job skills (I have shocking news for you about the development of the high- tech sector in Cuba!).
