So then when Dems all over the country scream for, and get, defunding - and Biden seeing this all over, gutlessly says nothing - yes, Biden is complicit and responsible. After all, the buck stops here, right?

There is a reason cops started going for Trump and have only trended right since then. And it's a damned good one.
