That is quite sad. Those people, unless were ill-informed, have no access to, or actually new to the faith, are the ones most likely to have never really believed.
True believers will read the Bible because they love God. Their love will draw them to the scriptures as they want to know more and more about Him, as they also desire to be more and more like Him.
