If you're going off a strict interpretation of TOS, yes this meme would technically not be allowed due to it being considered misgendering and therefore an attack on the trans community. However the politics stream also kinda bends the rules as in they allow for some attacks, which is why there's always some sort of flame war happening in politics and why things always seem to delve into personal attacks. /m/politics is run by Global Mods (users with a purple M following their username) who can disapprove any image they like across the site. The same mod that disapproved your image in politics also disapproved your image in conservatives. They don't necessarily supervise user created streams, but they can overrule stream mods.

I submitted to the meme in the politics stream, originally. That's where I usually post political memes because I liked how it used to be fairly free speech. (I don't really like how this "conservatives" stream doesn't allow leftist emes. I think the owner has a right to do it, but I'm not the biggest fan.) I don't know if they got a new moderator, or what—there really isn't any reason for this meme to be censored.
