So, if systemic racism DOESN'T exist, the number of any race in positions should be roughly in the percentage of demographics, right?
Like let's take the most progressive institution in American society, the United States Army. The US Army has literally led the way on integrating the force for Immigrants, Blacks, Women, Gay, and Trans people. These changes happen in the Army before they happen in society.
So, a progressive institution like the Army should have a relatively equal distribution of Black Americans across the ranks. Black Americans make up roughly 13% of the population. So, if systemic racism doesn't exist, 13% of enlisted be Black. 13% of officers should be black. 13% of Army Chief of Staffs should be Black.
Let's see what the DoD says about that, shall we?
Black people make up 22.7% of enlisted soldiers, Okay. That's higher than the percentage of the general population. But sure, we can roll with it.
If the system didn't work to exclude Black people then they should occupy 22ish% of the leadership positions within the Army.
11% of officers on active duty as of July, 2020.
Well, that's a Hell of a drop, huh?
We should see something like 10% of the Army Chief of Staffs being Black too, right? Or maybe 22ish% be Black?
Not one. Not one Army Chief of Staff has been a Black man or woman.
Black men and women aren't less capable. They have the same access to education. Cost isn't a factor, as the Army pays for it. So. What's the reason we're left with?
Racism. Racism on a scale that no longer is at the individual level. It's a part of how the system works. A system where people who don't think they're racist say things like "He's one of the good ones." Or "Not only could systemic racism ever happen but just the claim that systemic race could happen in an insult to every abolitionist, police officer, soldier and doctor that every person or group that ever helped anyone of any color. Only a racist could ever believe in systemic racism."
USAToday has collated the data provided by the DoD very nicely with handly infographics. You can read/look here: https://www.usatoday.com/in-depth/news/politics/2020/09/01/military-diversity-army-shows-few-black-officers-top-leadership/3377371001/
