This is just me trying to place myself in someone else's shoes, so I obviously can't say this is fact, but that line felt *to me* to be a frustrated New Yorker being very blunt in saying, "Find out how they managed to bury votes I am quite sure I received."
That latter context isn't a crime or direction to commit one, but a plea to ensure no fraud was committed.
Is that actually what he meant? IDK. Like I said, I can't tell you for certain. But it's pretty blaise to take the English at face value and disregard the rhetorical style (or lack thereof) of the speaker.
