Meaning that he doesn't expect you to follow every single rule exactly... In fact, he's well aware that it is impossible. But he commands MORE than just Perfect obedience. He does not expect you to be his slave or to do everything right all the time. He wants you to come to him and admit that you're not perfect and allow him to save you.
