They do, it's just that it is odd that users who aren't on the top user leaderboard have more chance of earning upvotes than the top 100 users.

Underated users have more of a chance when popular users get less upvotes. If you want popular users to get more upvotes, underrated users have way less of a chance at getting to the front page.
