Loki is definitely worthy of the memes unlike Thor and he's actually getting his own show, further building up his character development. Thor could be said the exact opposite: his character development had many ups and downs I stopped counting so personally, I feel like Thor is a messy character both literally and canonically. Thor had his own two movies and movies with the Avengers sort of closing any gaps or leeway to make him a loveable character per se Tony Stark or Captain America; even Bucky and Sam Wilson are relateable/loveable characters(I don't know about Wanda, maybe she relates to sad viewers).
Loki, even before Ragnarok, was a likable/relatable character. It was just the Thor movies, in general, weren't the best, especially compared to the Iron Man movies released before and after.

So all-in-all, Loki is better and he's only going to get better during his new series.

I think Loki is better. He is so complicated and confused about his identity and purpose in life that you can't help but enjoy watching his journey of self-hate, self-discovery, and redemption. I hate how they just killed off him and his character development in Infinity War. He still had so much left to give and so much of him for us to see. Example: He and Thor hugging. I am at least happy that he isn't completely dead, but the fact that he isn't the redeemed version makes me a little sad. At least he is finally getting the solo he deserves! Who else is excited for Loki to come out?

But he is a bit gross in the real mythology, I mean he is chained to a stone slab in his underwear snake poison driving down his face hidden in a cave. But in the marvel universe he is so cool.
