In the real world, the Speaker of the House would be next in line after the VP, so I'd say that Head of Congress should be in charge if both President and VP are gone

If you guys can't decide and are afraid of splitting the vote, you could always consider running together as President and VP, however you want to work that out.

If the president is gone, the VP is in charge. If the VP is gone, then Scar decides who's in charge.
