Polling places are the responsibility of local governments.

But the state is passing the ridiculous laws governing them.

No it isn't. Not at all. In fact, it enhances voting. No changes in polling locations, more ballot drop boxes, etc.
The biggest gripe you got is the prohibition of candidate volunteers passsing out water to people waiting in line. That is a clear violation of electioneeriing rules.

You really think somebody will change their vote based on getting a bottle of water? The clear intent of the rule is to get people to give up and go home.

Why should you worry about that? You and the rest of you vote-stealing CS'ers now have vote by mail. No need to show up!
Besides, if you needed H2O you should have brought your own.
