No...what you are watching is a video of a man on drugs dying because the drugs he took cause respiratory problems.
The cop had his knee on his neck because that was how he was trained to keep an uncooperative arrestee/suspect under control.
Furthermore, with the crowd that was forming and heckling the officers while they were doing their jobs, the officer had his eyes and concentration on the crowd milling about, not on Floyd.
All that man had to do was just cooperate and sit still in the back of the patrol car, we wouldn't have ever heard the name of Floyd.
