Well, from what I can tell, Last Genocide is just what you get when you cross Dust and Last Breath.

On the Dust Sans fandom page, it says he was completely insane and no longer feels guilty for killing everyone, realizing that he did it hundreds of times would just be an "oopsy daisy" for him.

Last Breath is a whole other story, his soul was (figuratively) crushed when he realized that he failed so many times to avenge his friends and his brother.
