Users need a way to actually earn their way to 10,000 points. If they can't comment, it's drastically slower and they may be forced to participate in streams they don't actually care about.

We could add some other sort of comment limiting at the stream level though. Feel free to make other suggestions.

What if you added an optional button you could click on the 'owner stream options' page limiting comments from new users to one per meme. Legitimate users could still rack up points by making positive comments on lots of memes. People who make a new account every day for trolling purposes would be severely discouraged since they couldn't have a conversation.
