The passage in Deuteronomy is not talking about abortion. It is listing curses for disobedience to the biblical god. The verse you cite is not talking about abortion, it is saying the offspring will be "cursed" - presumably meaning troublesome.
A better place for what you appear to be aiming for here would be Numbers 5:25-28 which endorses induced miscarriages as punishment for an unfaithful wife. Also Exodus 21:22-25 does not treat the fetus as having personhood.
