I don't recall reading anything in history where freed slaves were promised the freedom to burn, loot and even kill other people.
But then I never understood how people who never owned slaves are supposed to give over their money to people who were never slaves in reparations. A reparation is when a person who committed a crime makes amends with their victim. There are no criminals alive today and there are no victims alive either. Therefore slavery reparations cannot be paid without just stealing money from the innocent and giving it to the undeserving.
