The way math is applied in learning or testing can be racist,
But math itself? No, it can't be racist and to claim that it is, is just silly. If there are differences in math comprehension that seem to fall along racial lines, it's an education issue, period.
So how can math, as applied, be racist? For example, if a question on a standardized test uses situations that are more likely than not those that a minority student is unfamiliar with, that could be considered racist. The same would be true if the questions were written in a way that made it impossible for people of any but one particular race or culture to understand. It'd be like asking a question that within its context, only people from North Kora could understand, and then expecting people from the US or Russia or Brazil, to be able to answer.
