1) I'm a rational human and the government can't make weather. Nor is President Biden going to declare martial law and Trump ain't coming back.
2) I am a rational human who grew up in and went to school in Minnesota that is now an adult who lives in Texas and has a great deal of experience with snow that these mouth breathers who went to a barely functioning school system and skipped most of the remedial science classes don't have.
I know, for example, that snow doesn't melt the way "common sense" would have you think snow melts. Due to a capillary effect and the leidenfrost effect, snow melts from the bottom/inside up. When you apply a flame to snow, it does melt. But not at the point of the flame. It melts and then contracts, so the water fills the voids by the crystals in the snow AND the leidenfrost effect keeps the surface intact. When it comes to snow, the surface is the last thing to melt.
And as to why it's black: that's the carbon from the butain lighter. The same thing will happen if you put a match to it.
If you live an environment with lots of snowfall, you'll see this with the snow piled up from the snow plows. The carbon from the car exhausts will coat the top of the snow drifts. It will stay there until all of the snow under it melts. The top of the snow is the last part to melt. If the top of the snow melted first, you would see the carbon run off with the melt and the "clean" snow under would appear.
