Actually yes, if you park from 7 PM to 8PM, sure that might look like an hour, but in reality it is 2 hours because if you park exactly at 7 PM, then you are charged for that time 7 pm to 8 pm so 7pm is 1 hour and 8 pm is the second hour

Actually, you're right about the 1 hour, regarding 7-8. However, the second hour doesn't count because then you would need to park there for the entire hour. As in, 7-8 is one whole hour and 8-9 is the whole other second hour. So you're actually wrong
