Well...I'd make it mandatory for people to respect themselves, learn what taxes are and where they need to go. Make sure that they understand taxes were initially not meant for the government. Explain about creeping normality in regards to taxes, where taxes are introduced at a low threshold and gradually increased over a period of time. You know what? Anyone can do this? Teachers can do this...but they don't because most people are selfish and are looking out for their own backs before their neighbor's
