One of the stores they're closing (the Ralphs off Los Coyotes diagonal) practically is. It's tiny (by today's standards),and every time I go in there there is almost no one in line, and those that are in line are only buying one or two items. Compare that with the Food4less off Anaheim, which they are leaving open. A much larger store, Multiple long lines with carts full of groceries.
I can't speak to the Location off of South Street, as I've never been to that one.
Another way to look at this is Kroger chose to keep 75% of their stores open in Long Beach despite a mandated increase in operational costs. If it was simply about "not wanting to" why would they leave any stores open on the city limits? People could travel to Lakewood or Cerritos to get groceries, or shop at Vons instead (which is what will probably happen to the limited clientele from the Los coyotes location, as there is a LARGE Vons less than a block away).
And even though it's "25%" of their Long Beach stores (literally 2 stores), it's not 25% of their employees, as these were smaller and less profitable stores.
