In short, this bill H.R. 1 will fundamentally end elections and allow the Federal government to manage each State's election, including automatic registration, prohibits signature verification, allows for campaigning to 16 year olds, allows for ballot harvesting and mandates States to allow for unsolicited mail-in ballots.

Under the U.S. Constitution, Article I, each State elects its own electoral college and that process is decided by that State's legislature. The Federal government has no part in the election process. This bill changes that, even though it would directly conflict the Constitution, it would open the door for Federal agencies to provide new methods of campaign funds to state and local elections and provides the Federal government with oversight of State election process. This bill allows Federal government to handle voter registration and mandates automatic voter registration of any eligible person by an electronic system. This bill mandates that States can no longer use paper ballots, but must use electronic systems, such as Dominion, and that State cannot purge voter rolls.
If you do read through this bill, note the term "contributing agency" means vote harvesting. This allows a Federally sponsored agency to register voters, contacting persons from 16 years old and older, automatically registering them when they turn 18, collecting their ballot for mail-in voting and prohibits signature verification.
