"Lost" being relative because it's not a trick, it's a feature. It is one that many disagree with, yes, but it's not technically cheating if it's legal.
I've a copy of Rise and Fall of the Third Reich here on the bookshelf next to me, so I'll fact check this, but I'm pretty sure Hitler and his goons did "win" the popular vote by bullying all the other candidates out. Again, it's been a while since I've read that and I'm going off sheer memory, so don't take that as a statement of fact.
