You and the OP still have no idea that only Congress can "declare war".

Yes CINCs have said that they're declaring war on drugs, poverty, terrorism, headlice, bedbugs, or crabs, but it's not a declaration of war.

Hell, Crazy Larry's Stereos just told me that he's declaring war on high prices. I told him that he'll need to impose a draft and that, if I am drafted, I'm moving to Canada.

Congress authorized the wars of terror and drugs. Go look it up.

Congress authorized combat action under the War Powers Act, but that's not a declaration of War, two totally different things. Look that up.

And here's the clincher, instead of telling you to look it up I'll give you the link to U.S. Senate.gov, last declaration of War was 1942.
