Out of curiosity, what exactly is it you think that has been stopping China from trying this plan at any point in the last let's say 40 years?

Firstly the Chinese were not able to produce a suitable Virus and they did not have sufficient Military to do the job. Also it has taken them some years to purchase the appropriate Senior people in the UN.

Especially after Dimwit Donny effectively neutralized the US's military links with South Korea's, leaving that and surrounding areas unprepared while China takes over tidal sand bars and turns them into islands to frighten everyone from the Philippines to Japan and so on in exchange for permission to send love letters to Kim.

Oh, China LOVED the Trump years. There have been no consequences whatsoever for ramping up their military deployment around the globe, and all they had to do was flatter him in public. I've no idea what that does in the grand scheme of things - having a global military presence just chews up budget costs and the most successful military campaigns are multilateral anyway - but it plays well to the militarists in China itself.

But image is (near) everything, and an artificially devalued yuan helps lower costs.
The goverment funnels money to regional managers to build empty cities like they had it to burn anyways, pumping it into the military would be an even more optimal use of it from their perspective.
