There is no infrastructure in place to get the Vaccination to the people? The VA is just such an infrastructure. And, it has a statutory authority to do so in a time of emergency. They don't need to reinvent what is already in place. VA has facilities, medical personnel, and systems and logistics already established and proven to work. He just needs to issue the orders, stand back, and watch.

According to the latest Census data, 92% of Americans have some sort of health care coverage. They say that private health insurance covers 68% of us. which is up a few points. Many Medicaid programs contract with private insurers to provide services. But, there is a point of contact for most Americans for placing COVID Vaccines. Some 8% will need to be reached with some sort of outreach effort.
I recommend tasking VA's Pharmacy Service with distributing pro-rated shares of Vaccines to VA Medical Centers, for further distribution. Most of us have private practice group health providers. Those providers use private pharmacies to provide flu vaccines, etc. Those pharmacies would be allowed to requisition COVID doses, as necessary. Hospitals and clinics could also requisition vaccine from their local VA Medical Center Pharmacy.
Public Health Nurses who work at VA Medical Centers would be responsible for reaching out to their community health agencies to determine where vaccine clinics could be held to reach as many as possible of the 8% of Americans without current health coverage. That could be coupled with a referral to a social worker to try to identify an ongoing program to bring them into coverage.
The VA should charge its Rural Health Resource Centers and its Vet Center programs with identifying rural sites where VA Public Health Nurses could be temporarily dispatched with a mission to innoculate as many rural Americans as possible. The VA offices could use their established community communications partners to publicize the dates, times, and locations of these vaccination outreach efforts.
This is my "thumbnail sketch" of a plan for how the VA could start distributing vaccines to states as soon as the vials are available. The advantages of my plan include a nationwide system that is already in place, multiple options for distribution using one umbrella organization, and no need to establish or fund state-level activities to do the job. Details would have to be worked out in a nationwide conference call after VA buy-in is obtained. A special "through the cracks" system would be available to capture patients not aware of how to access the program. I would recommend using the existing VA Hotline system for this effort. The operators could have access to a program that would locate local services based on the caller's home address.
It is not a perfect plan. But, it would be quick and comprehensive.

The VA has healthcare delivery systems, including an extensive pharmacy network in all 50 states, Washington, D.C., and Puerto Rico. It is designated as a backup to the nation's health systems in times of emergency, like this. It has the highest percent of Veteran employees of any organization in America. It is affiliated with the top 100 medical schools in America so that Veterans will have access to the top medical minds in America, including Nobel Prize winners. Other than that, the hard-working and dedicated staff of VA, which includes top nurse educators in major universities and other stellar professionals, as well as Medical Records Administrators, Nutritionists, Audiologists and others at the tops of their fields, care so little about Veterans that they work without pay when politicians let budgets lapse and play other games. How dare they violate the negative stereotype lies that people like you tell about them. I not only think the VA cares, but I was also a Veteran, staff member for 30-years.

The worst president for Veterans in my career was Reagan. He pretended to support Veterans and allowed Congress to give us larger budgets. Then he would sequester the money so that we could not spend it. That kept his deficits from looking as bad as they were. And, it also meant we were almost always short-staffed. That kept us from serving as many Veterans as we would have liked. It was frustrating.
