Was it just a COVID relief bill, or was it a larger spending bill with COVID funding tacked on?

If it's the former, then color me surprised. If it's the latter, then they've done no worse than the Democrats have been doing for quite a while. Not like that's a good thing, mind you, but it's hardly a one-way street.
