It doesn't need to be punished capitally. The minimum penalty is five years AND 10,000 dollars, of course being incapable of holding any public office.
I think it ought to be based on how much fraud there was. If someone votes for their deceased relative that shouldn't be punished by death, but with the amount of fraud we saw in 2020 there should (IMCO) be some capital punishment
I see your point, but I don't think capital punishment is fitting for such a small amount of fraud. 5 years and 10,000 dollars is a big punishment too, and I think it would deter a large number of people.
