From my perspective, the States are largely happy with handing the Feds the power that ought to remain with each individual state. One of the reasons for their doing this is because States each have balanced budget amendments in their constitutions. I believe this is the case for most, if not all states. There is no such balanced budget requirement for the Feds. So for things like healthcare, and other social benefits, if the Feds are willing to do those jobs without any consequences, and the States would otherwise have to break their budgets by paying for them, the power is simply ceded to the Feds. Additionally, the States accept money from the Feds, but those funds always come with strings attached. So, in the Constitution, the States are supposed to have all of the power with very little power for the Feds, but things have gotten twisted to the point where the proverbial tail wags the dog.
